R4C Tech is led by its founder, Dr. Jubilee Prasad Rao — an aerospace, defense, and artificial-intelligence researcher with a track record of delivering mission-critical systems for NASA, the U.S. Space Force, U.S. Navy, U.S. Army, and other federal agencies.

Dr. Prasad Rao holds a PhD in Mechanical and Aerospace Engineering from Rutgers University. He has led more than $2.5M in federal research and development as Principal Investigator and Lead Engineer across the U.S. Space Force, NASA, U.S. Army, U.S. Navy, DTRA, DHS, and the Department of Energy, and has briefed U.S. Space Force leadership and Congressional committees on Space Domain Awareness technologies. He is the author of 14 peer-reviewed publications in machine learning, anomaly detection, and aerospace systems.
